This is a quite good character in my oppinion, a slightly improved version of a character i made on new vegas, its worth noteing that you wont need to boost small guns up for a few levels because you wont find a sniper rifle for a little while yet. also theres no need to worry about endurance, because you should be out of harms way anyway, inteligence is high because of skill points, and luck is high because of critical chance, charisma isnt an issue because you can save and reload to attempt failed speech challenges, alltough it may be worth gradually getting it to 50 or 60, you could make use of the high perception and take up explosives as a back skill for when your out of ammo or of course energy weapons, (i accidently put the medicine bobblehead on the 2nd lvl up, this is wrong, get it at the begining in your dads office) I will be trying this character out myself, it should be very good as ive played a similair one on new vegas, i would just try to get your lockpick, sneak and guns to 100 and then just allocate points to places that make sense, your back up weapons like i said (energy, explosives) and science, maybe abit of medicine, to compenstae for the low endurance, and when it comes to selecting perks, try to keep the revolved around, Critical chance, vats, sneak related.
