NOTE: This build assumes you have Point Lookout and Broken Steel + Ignore the History, this is a model for a final character

Reasons for the skills not being 90+ is because they can reach 100 with extra clothing, like so -

Barter: 90 base + Button's Wig (+5 Barter) OR Roving Trader Hat (+5 Barter) + Roving Trader Outfit (+5 Barter) = 100 Barter

Lockpick: 92 base + Vault 101 Utility Jumpsuit (+5 Lockpick) OR Dad's Wasteland Outfit (+5 Lockpick) + Lag-Bolt's Shades (+3 Lockpick) = 100 Lockpick

Repair: 90 Base + Workman's Coveralls (+10 Repair, Requires Point Lookout) = 100 Repair

Science: 90 Base + Lesko's Lab coat (+10 Science) = 100 Science

Speech: 80 Base + Naughty Nightwear (+10 Speech) + Button's Wig (+10 Speech) = 100 Speech

Sneak is only 80 because of the ninja perk, i'm a stealth boy addict but you could also use the chinese stealth suit from operation anchorage (not needed for the aim of this build) though you would lose the +1 lk explained later

Armor used is Ranger Combat armor + ledoux's hockey mask (though you could replace the mask with something else, i just think the 25 ap is nice)

Luck and be bumped up to 10 using a +1 lk armor (ranger combat armor) and getting the luck 8 ball from the big town quest
