Maxed out character is Notloc.

Also i can't decide if its worth having your last perk be Ninja or Grim Reaper's Spirit.

Ninja adds 15% crit and 25% more damage when sneaking.
Grim Reaper (i'll be using Fawkes' Super Sledge which has 5 hits on a full action bar [38 action points per swing]). so if you can kill someone in 5 hits you can kill the next guy too and keep going.

Grim Reaper would be really good depending on how tough guys are (what difficulty your on and how far into the game you are but i think it would be best for most situations) but for really tough guys (bosses or what have you) ninja will be better.
